The header pins has not been soldered. It uses the chip Atmega328P-MU , CH340E instead of FT232RL. You can start with various electronic projects by using the Arduino software (IDE). It has everything that Arduino/Genuino UNO has, even with more analog input pins and onboard +5V AREF jumper. It is a smallest, complete, and breadboard friendly board and 100% compatible with the official Arduino Nano board, and fully compatible with Windows, Mac and Linux operating system. It can be powered via USB connection, 3.3V-12V unregulated external power supply (pin 30), or 5V regulated external power supply (pin 27). This board has 20 digital inputs and outputs RX and TX, D2 ~ D13, A0 ~ A5 and 8 analog inputs A0 ~ A7 - a module with many interfaces. It is enough for most applications.

Arduino Nano IO Expansion Shield is specifically designed to facilitate an easy connection between Arduino Nano and many other devices.
In essence, it expands the Arduino Nano controller to link those devices in a simple and trouble free manner.
It is a perfect companion of Nano breadboard and compatible with both Arduino Nano v2.x and v3.x.
